Conclusion

After hearing the LFB proposal and the initial counter offers of the cities, we could draw no other logical conclusion but that as annexation of the commercial property escalates the Fire District will grow financially weaker and would have to be shored up by higher taxes. While the official position of the LFD is to claim that they have the interest of the Lealman citizens at heart, their initial proposal indicates the opposite. Also at the second Task Force meeting the cities rejected the 20 year term and counter-offered with dissolution of payment for annexed property within 5 years with a possible five year extension. After ten years the Lealman Fire District would effectively be dissolved and annexation protection would no longer exist. Chairman Harriman was shocked that the cities interpreted her initial offer as an admission that the district would fold - but no sane person could come to any other conclusion.
